The UN Refugee Agency, the World Food Programme and 57 other humanitarian agencies are seeking more than US$1.4 Billion to provide food, shelter and other vital support to more than 1.8 million South Sudanese refugees through the end of 2017. "Many are dying from hunger and disease, many more have fled their homeland for safety overseas".

The UN says South Sudan situation is Africa's largest displacement crisis today.

An Agreement on the Resolution of the Conflict in the Republic of South Sudan was signed in August 2015 with, after months of delay, the formation in April 2016 of the Transitional Government of National Unity (TGoNU). "South Sudan is one of the greatest tragedies of our time", UN High Commissioner for Refugees Filippo Grandi told a donor conference in Geneva at which the appeal was launched on Monday (May 15).

Border areas between South Sudan, Sudan and Uganda were key entry points for arms to Juba, the U.N panel of experts report stated.

A civil war that broke out in South Sudan in December 2013 has left almost two million people internally displaced, while around two million others have sought refuge in Uganda, Sudan, Ethiopia, Kenya, the Democratic Republic of the Congo and the Central African Republic.

So far, a response plan to aid refugees in South Sudan and six neighboring countries has only been 14 percent funded.

Also being investigated, the U.N panel of experts said in the report, is a Hungarian fighter jet pilot, Tibor Czingali, contracted by the Ugandan Air Force, but believed to be flying a South Sudan aircraft.

In addition, refugees' "trauma also needs to be addressed, but to do all this resources are needed".

The current rate of people fleeing South Sudan exceeds the humanitarian community's already pessimistic estimates. And an additional 30,000 South Sudanese refugees are expected to arrive in the Democratic Republic of Congo this year, bringing the total number of refugees in that country to 105,000. Uganda is experiencing higher than expected arrivals, which could soon become host to to more than one million South Sudanese refugees. Many of those arriving say they have taken unsafe journeys on foot, often without food or water. "Please help us do the job these people need us to do". WFP Executive Director David Beasley, a long-time member of the US Republican Party and former governor of SC, called the suffering "just unimaginable."They are close to the abyss".

Communities hosting refugees are among the world's poorest and are under enormous pressure.

Kenya counts about 97,000 South Sudanese refugees, DR Congo has 76,000 and the Central African Republic 2,200. Some 100,000 people are suffering from starvation in the country, and millions more are dependent on food aid.
